a) Scott, Winfield. General Orders No. 31.
"All gold or Silver Bullion in bar, ingots, pieces, bundles or other form, received by companies or individuals in this city or the federal district - whether designed for assay, coinage or manufacture, or any other disposition whatever - must, on penalty of seizure and confiscation, be declared at the office of the Civil and Military Governor…". "The restrictions placed upon the exportation of gold and silver in bars or ingots, (plata y oro en pasta) by General orders No. 362 and 376, dated respectively December 2, and 15, 1847, are hereby removed, and the precious metals may now be exported, under the following regulations of the Secretary of the Treasury, dated November 16, 1847, approved by the President of the United Satates".
